Description:
The Universitas Terbuka (UT) is the 45th state university in Indonesia. It was inaugurated by the President of the Republic of Indonesia on September 4, 1984 in Jakarta as the first distance teaching university.

UT is not only responsible for expanding educational opportunity, but also has the responsibility to strengthen the government's commitment to improving the quality of education and to make education more relevant to national development needs. In addition, it provides equality of opportunity through higher education for people who for various reasons, geographical, socio-economical, or time constraint, are unable to attend the conventional higher education institutions. It is empowered to award degrees and other qualifications. A UT degree is equal in academic standard to that of any Indonesian state university.

Each faculty in UT prepares its own courses. Programmes and courses offered by UT (totalling more than 700) include:

Faculty of Education:
1) Degree programme (S-1):
- Teaching of Bahasa Indonesia
- Teaching of English
- Teaching of Mathematics
- Teaching of Chemistry
- Teaching of Biology
- Teaching of Physics

Each programme is designed for teachers possessing D III diploma in a relevant subject.

2) Diploma II (D II):
- Teaching of Bahasa Indonesia
- Teaching of English
- Teaching of Mathematics
- Teaching of Science
- Teaching of Social Science
- Teaching of Pancasila

Each programme is designed for teachers possessing D I diploma in respective subject.

3) Diploma II Programme for Elementary School Teachers, including Physical Education Teachers:

This programme is designed to upgrade teachers so as to enable them to gain qualification equivalent to D II diploma. There are two types of students, government-funded and self-funded.

Admission:
The Universitas Terbuka is open to everyone who possesses SMA (senior secondary school) diploma. Students do not have to take any test or face any interview to enrol in any programme. The only exception to this 'open entry' rule is the enrolment to the Faculty of Education, since it mostly provides programmes for in-service teachers.

Services:
There are 32 Distance Learning Programme Units (Regional Centres - UPBJJ) which provide assistance to local students. The delivery system for instructional activities includes self-contained study packs (modules, audio cassettes, references, practical exercises, guidelines, textbooks, radio and television broadcasts, science kits); study groups; student activities; and tutorials. At the end of each course, usually at the end of a semester, students sit for an examination. Students are allowed to take the examination twice. Transfer of credits is available to those enrolled at UT but have already earned a number of credits from other universities. Each claim is assessed individually by the Board of Senate, if this has been approved, they may proceed with the rest of the credits.

Registration:
Initial registration forms are available at post offices. Upon completing the form, students pay the registration fee at the nearest post office. The completed registration form and the receipt are then submitted directly or mailed to the local UPBJJ. Students receive a registration voucher and a student ID card.

Statistical summary:
By the end of January 1997, the number of students had reached 397,543. The total number of graduates was 207,976 (as of April 1997).
